Upstream
Water is finite. A watershed has its limits, an aquifer recharges only as fast as the rain allows, the forests that hold both are sensitive to what gets done upstream. A community-run water system isn't only about getting water to taps — it's about doing it without taking more than the land can keep giving. That asks for planning, not just plumbing.
This is the work that holds the plumbing and the planning together. Members, meters, payments, repairs, meeting minutes — kept in one place so the volunteers running the system can do it alongside their other lives. Area and sector overviews, water tracking, leak and outage reporting from the neighbours themselves. Studies, long-term plans — because what gets taken today decides what's left tomorrow.
Today
A community water system is kept in many hands and many places. The plumber writes the readings in a notebook; someone types them into a spreadsheet, and again into CISA, with the payments from the bank; little else ever finds its way there. A leak is reported on WhatsApp at dawn, and where it was never reaches the map; nor does the engineer’s study, which arrives as a PDF and stays in an inbox. The reports for AyA, ARESEP and the Ministry of Health are rebuilt each time from the same numbers, the payroll is typed again for the CCSS, and the board decides in a chat what the minute book never hears. The volunteers hold it together, for as long as they can.
One place
We dream of keeping it all in one place. The network and its meters, the plumber’s day and the leaks they mend, each member and their requests, the notice of a cut, the readings and the payments, the engineer’s studies, the permits that come due, the board’s minutes: written once, by whoever is closest, and there for the next person who needs it. CISA keeps issuing the official invoices, now from readings and payments that arrive whole. The neighbours, the regulators and Hacienda all connect to the same place.
What it does
- Network map: systems, wells and springs, pipes, meters and lots.
- Field: plumbers read the meters around them with photo and video, confirm locations, and get an alert when use suggests a leak.
- Members: their own portal, online service requests with the AyA forms, and certificates with a QR code anyone can verify.
- Use and capacity: each member’s consumption, water in use against water committed, and the studies of every source.
- Board: meetings, resolutions and minutes, with roles and permissions by each person’s office.
- Billing: online payments for members (payment processing) and export to your billing system.
Aguas arriba
El agua es finita. Una cuenca tiene sus límites, un acuífero se recarga solo tan rápido como lo permite la lluvia, y los bosques que sostienen ambos son sensibles a lo que se hace aguas arriba. Un acueducto comunal no se trata solo de llevar agua a las pajas; se trata de hacerlo sin tomar más de lo que la tierra puede seguir dando. Eso pide planificación, no solo fontanería.
Este es el trabajo que mantiene juntas la fontanería y la planificación. Abonados, medidores, pagos, reparaciones, actas, en un solo lugar para que los voluntarios que manejan el sistema puedan hacerlo junto con el resto de su vida. Vistas por zona y sector, seguimiento del agua, reportes de fugas y cortes hechos por los mismos vecinos. Estudios y planes de largo plazo, porque lo que se toma hoy decide lo que queda mañana.
Hoy
Un acueducto comunal se lleva en muchas manos y en muchos lugares. El fontanero anota las lecturas en una libreta; alguien las pasa a una hoja de cálculo, y otra vez a CISA, junto con los pagos del banco; casi nada más llega hasta allí. Una avería se reporta por WhatsApp de madrugada, y el lugar donde estaba nunca llega al mapa; tampoco el estudio del ingeniero, que viene en un PDF y se queda en un correo. Los informes para AyA, ARESEP y el Ministerio de Salud se rehacen cada vez con los mismos números, la planilla se vuelve a digitar para la CCSS, y la Junta acuerda en un chat lo que el libro de actas nunca escucha. Los voluntarios lo sostienen, mientras pueden.
Un solo lugar
Soñamos con llevarlo todo en un solo lugar. La red y sus medidores, el día del fontanero y las averías que repara, cada abonado y sus solicitudes, el aviso de un corte, las lecturas y los pagos, los estudios del ingeniero, los permisos que vencen, las actas de la Junta: escritos una vez, por quien esté más cerca, y a la vista de la próxima persona que los necesite. CISA sigue emitiendo las facturas oficiales, ahora con lecturas y pagos que llegan enteros. Los vecinos, los entes rectores y Hacienda se conectan al mismo lugar.
Lo que hace
- Mapa de la red: sistemas, pozos y nacientes, tuberías, medidores y lotes.
- Campo: los fontaneros leen los medidores cercanos con foto y video, confirman su ubicación y reciben una alerta cuando el consumo sugiere una fuga.
- Abonados: portal propio, solicitudes de servicio en línea con los formularios de AyA, y constancias con código QR que cualquiera puede verificar.
- Consumo y capacidad: el consumo de cada abonado, el agua en uso frente al agua comprometida, y los estudios de cada fuente.
- Junta: sesiones, acuerdos y actas, con roles y permisos según el cargo de cada persona.
- Cobros: pago en línea para los abonados (procesamiento de pagos) y exportación a su sistema de facturación.
